Camera Monster is entirely preventable through maintenance — since it can only appear on a broken feed, keeping your cameras repaired at the monitor station removes the risk rather than just managing it in the moment. If you're relying on CCTV heavily for anomaly detection (which the game rewards), broken-camera upkeep pays for itself twice over.
The raw figure is −20 jumpscare for zooming in on it. What matters is what that is a fraction of: with no class bought you start a shift on 61 sanity, and reaching zero puts you down — a teammate can revive you with a $1,000 Teddy Bear, but you cannot use one on yourself.
Nothing in your inventory resolves the Camera Monster — it is one of the threats you handle by behaving differently rather than by carrying the right item. That is the norm rather than the exception here: a weapon answers only 3 of the 10 threats in the game.
The nine threats split into three planning problems. The Camera Monster is in the group you set off yourself — it does not roll at random — a specific event brings it out, which means the counter-play starts before it exists.

No class hands you a shortcut here — nothing in the shop grants the thing this threat responds to, so the answer is the same whether you are on the free Intern or the most expensive class in the game. Spend elsewhere and handle this one with positioning.
One to avoid for this specific fight: the Psychologist doubles every sanity effect in both directions. It starts you at 100% rather than 61%, but it also makes this threat cost twice what the numbers above say — a trade that only pays if you are confident you will not be touched.
